This high-level implementation plan is presented as a follow-up to the New York State Health Foundation’s (NYSHealth’s) July 2010 report, “Bending the Health Care Cost Curve in New York State: Options for Saving Money and Improving Care, ” which was designed to inform a State-level discussion of health care savings opportunities in New York. The report outlined the estimated impact of 10 scenarios that could help to contain escalating health care costs in New York State over the next decade while also improving health care quality. With the assistance of a Technical Advisory Panel, four of the modeled scenarios were selected for high-level planning to identify the action steps, timeframes, and resources required for implementation. The scenario presented here deals with rebalancing long-term care: restructuring New York State’s Medicaid programs for long-term care, examining both residential and community-based settings for a large population of beneficiaries with extensive functional and cognitive impairments, and behaviorally and medically complicated needs.

This report, commissioned by the NewYork State Health Foundation, is designed to inform a State-level discussion of health care savings opportunities in New York. This paper outlines the estimated impact of 10 scenarios that could help to contain escalating health care costs in New York State over the next decade while also improving health care quality. Of the 10 policy options analyzed, high-level implementation plans were developed for four scenarios: Expanding Palliative Care, Integrating Care for Dual Eligibles, Adopting Bundled Payment Methods and Rebalancing Long-Term Care. Those plans and the technical appendix to this report can be found as separate publication entries on this website.

This study estimates the potential State revenue impacts associated with the proposed elimination of the Medi-Cal ADHC program. While the proposed elimination of the Medi-Cal ADHC program would save direct expenses on the program, policymakers should also consider the potential negative impacts of the elimination on cost-shifting to other more expensive care settings, loss of jobs among ADHC employees, reductions in family caregivers’ ability to work, loss of State tax revenue, forfeiting $164 million annually in federal Medicaid matching funds and economic impact on local businesses and other entities that would lose revenue from the elimination of adult day health care providers.

The Lupus Foundation of America, Inc. commissioned The Lewin Group to prepare a report focusing on the multi-dimensional challenges related to the development and approval of new therapies to treat lupus and to develop recommendations for a path forward to address the unmet needs of individuals with lupus. The process for developing this report comprised two parts. The first was conducting a series of interviews with lupus experts across the country to identify the main current barriers to lupus drug development and approval. The second was to
convene and facilitate an expert panel to elicit a broad range of informed opinions on obstacles to lupus drug development and approval and possible approaches for overcoming them.
